Minutes are documents which set out the Inquiry’s decisions or directions on procedural matters. The Royal Commission published four minutes during its inquiry. 

 

Minute 4: Final Minute – Access to Inquiry documents and Non-publication of names of witnesses and participants 

This Minute addresses how the records held by the Royal Commission should be dealt with following the conclusion of the Royal Commission. It also sets out and gives reasons for the Royal Commission’s final and permanent orders under section 15 of the Inquiries Act 2013. In addition, it addresses the prohibition of publication of the names of some of those who participated in the inquiry.

This Minute provides further consideration about the need for confidentiality in respect of information originated by a foreign partner agency.

This Minute sets out the reasons for permanently prohibiting the publishing of names associated with the New Zealand Security Intelligence Service and Government Communications Security Bureau and temporarily restricts access to information for natural justice, privacy and confidentiality reasons.
